Foreigners staying in Belgium for longer than three months are classed as " residents ". As such they must conform with various formalities with regard to permits for both themselves and their spouses and or child(ren).
European Union Nationals or Nationals of the European Economic Area (Norway, Iceland and Liechtenstein)
Some members of the family living with the resident are also covered by the simplified procedures, irrespective of their nationality. They must produce :
Non-European Union Nationals on arriving in Belgium.
Within 3 working days of arriving in Belgium go to the population or aliens department of the commune of residence with the following documents :
The commune will then issue a Certificate of Registration in the Register of Aliens (C.I.R.E.).
The C.I.R.E. is valid for one year and may be extended, unless the A.S.P./V.V.V. stipulates a limit on the length of stay.
This document gives the holder the right to travel unrestricted through all Schengen countries, for a maximum of three months.
Family Reunification
The spouse and children of the resident granted a residence permit in Belgium must provide proof of their marital or parental link with the
resident and live in the same place of residence. The spouse and children must present themselves within three working days of their arrival in Belgium at the
communal authorities of their place of residence and apply for registration. The commune will issue a receipt of their application to reunite the family.
If this application is granted, they will be issued with a registration certificate valid for one year.

Procedure
telephone to make an appointment a week in advance. You will be asked to give exact details: the full address, exact floor (level, left or right, front or back). Connections are made between the hours of 8 a.m. and 3 p.m.
Statement of the opening of a meter, provided by the commune.
Photocopy of front and back of your identity card or your passport.
You must be present in person, or give a proxy (a simple sheet of paper signed by you will suffice) to an adult to sign for the opening of the meter.
Bills are issued monthly.
Electricity in Belgium : 220 Volts/50 cycles
Useful to know :
VAT has to be added to all the basic rates: 21% for gas and electricity, 6% for water.
The water, gas and electricity meters are read only once a year, and your bill is readjusted annually in line with your consumption. Your first bills will correspond to estimates based on the consumption of the previous occupant. Be aware that the readjustments may be sizeable if their family profile was very different to yours!
The supply companies listed above do not handle repairs or maintenance: it is up to you to quickly find a plumber and an electrician
If you have problems with your drains, call your commune: an efficient service can help you.
Get your electricity meter set by Electrabel to identify consumption during the night (10 p.m. to 7 a.m.), which is half as expensive as during the day (two-hourly residential rate).
Fixed telephone
For connecting to a network there is only one company : Belgacom. For the connection of one of more telephone lines:
Go to the nearest Belgacom telephone shop with proof of your identity: the connection will be made within 5 days unless the wiring needs to be changed. There is a connection charge of 2,200 bef plus VAT.
Mobile phones
A number of operators compete in Belgium: Proximus (Belgacom), Mobistar and Base
Billing: You will receive a breakdown of all international calls (date, time, country dialled, number dialled and number of units). In the case of domestic, local and long-distance calls, you will be shown only the total number of units charged.
Every telephone line you rent entitles you to one free insertion in the telephone directory. You will be given a copy when you are connected. Telephone directories are supplied free of charge and delivered to your home once a year.

Cable television gives you access to a large number of Belgian and foreign television channels. A payment is made for this service. Every commune offers one cable television company which has the exclusive rights for the communes it serves.

We administrate the termination and settlement of all accounts with the utilities such as gas, electricity, telephone, water, TV cable and household insurance.
Exit inventory
We organise for the "Etat des lieux" to be carried out which assesses the condition of the property at the end of the rental period.
Organisation of household cleaning
We can provide domestic cleaning services to ensure the property is cleaned to the standard required.In addition we can also organise any house clearance.
Cancellation of bank guarantee
